Does HSA Bank accept US citizens abroad?

New HSA Bank accounts require a primary residence in the US. Existing holders can update their address online, but HSA Bank doesn't say whether living abroad is allowed. Separately, the IRS only lets you contribute to an HSA while you're covered by a qualifying US-style high-deductible health plan (HDHP), which most foreign health plans aren't.
